HD Radio could get a power boost.

The NAB conducted field studies in New York, Los Angeles and
Connecticut and concludes HD Radio signals can increase their output
from 5 decibels to 10 dB. “We think it can double in power and not
have any impact on other stations or services” says Rolland Johnson,
who chairs the NAB Radio Board's Digital Radio Committee. Those
findings have been verified by the independent engineering firm. The
NAB is looking at how to translate that data into a request at the
FCC.

Double power is 3 dB, not 5 to 10.

Now they're saying it could be tenfold! :

HD Radio would get ten-times as much power.

iBiquity-conducted field testing showed HD Radio signals could get a
ten-fold increase without impacting the host station or its neighbors.
They’d still operate at only 10% of an analog stations output
(currently digital is only 1% of the analog). There were no complaints
from any stations in the market. The increase filled-in gaps in
coverage area and strengthened building penetration.

pure HORSE-SHIT!
No station in it's right mind would allow 10% injection level for IBOC....
